Is it really bad enough that you can't run in reasonable comfort? "head up, shoulders back and relaxed" is normal posture recommendation, meant to keep the shoulders and neck as relaxed as possible and to help open the lungs. But do whatever seems to keep the muscles relaxed. Same for heat/ice - do what seems to be working best. Maybe heat shortly before a workout to help relax the muscles, then maybe cold after if there is swelling. I have a similar problem, similar source: poor posture using my laptop at home has my right shoulder stiff and sore where it meets the neck. But I can run OK.
